Adds a rank insignia to the officers collar.
Now all ranks appear in game (I excluded Commander as YOU! are it)
Ranks are
-Ensign
-Lieutenant (JG)
-Lieutenant
-Lieutenant Commander
Also tweaked the Officers Hats
