I can only come to the conclusion that SH3 is 'borderless' because of the great work that modders (JS being a classic example) have done to the game

Canadian here, playing SH4, also playing SH3 GWX

, live on PEI not far from Halifax, one of the bigger Canadian ports in WW2, lots of convoys formed up there. In the end it is
just a game, those who took part in the war, the soldiers, were not much different from each other at the end of the day.
By the way I can almost park my sub in my backyard in SH3
