Seriously, you need to remember that translations need to be of the
released files for complete compatibility. In other words, including translations in GWX 1.04 for example, would require final translations to occur
after beta testing, thus delaying release. Alternatively, if the delay was going to be too long, then the language would need to be removed, thus making the entire process a waste of time. For example, I wouldn't have delayed release of GWX 1.03 for 1.5 months so as to add this Italian language pack.

Indeed, I know of at least
two language packs that have been in development since GWX was first released - they have not yet been finalised.
Also, each included language pack will add to the d/l file size. Add 5 languages, there could be 10mb (the Italian one alone is 6mb compressed because of some gramophone tracks). I know I wouldn't appreciate an extra 10-20mb d/l of stuff that's useless to my needs.
No, language packs can remain as optional additions, owned and updated by their original authors.
