One downloads it from any of many free sites:

Many more to be had by googling 'Desktop Randomizer'. As for setting it up, most of them have you load everything you want to see into a file; some of them let you direct their locators to existing files. Some are free. Some cost a few bucks. I don't remember where mine came from, and, as I said, I can't look right now to find out.
