It was meant to be "assigned to the Pearl Harbor
flotilla", but the flotilla word didn't make it in the game because of all the localization issues (SH4 was translated in german, spanish, french, dutch, polish, czech, hungarian, russian and even chinese etc). Almost every language needs a complete new set of fonts (because of the custom characters). The chinese actualy have 50.000 characters in each font. You can't imagine the amount of time lost with this kind of issues.
You have to understand that video games don't speak English, yet SH4 had to be built to be translated in any language on earth, so I consider the number of language problems are very few compared to the complexity of the game (SH4 is not like a car game where all it displays is the car's speed). SH4 is a masterpiece even at this level (of the localization).
