I agree, SH4 is full of bugs, but I have found not an instable game. I had instability when I patched from 1.1 to 1.2, but after reinstalling and going straight to 1.2, that instability is gone.
As far as the problems with you normal pc go: post your specs. There are plenty of helpful people here willing to assist you in finally enjoying the game, for all its faults.
Regarding you laptop. I know there are things out there called "gamers" laptops. I really want to believe you, but I have seen enough trouble in my time involving games on laptops. And that includes both excellent laptops as well as perfect games with regard to stability. My advice: don't use laptops for gaming, EVER. If that makes me biassed, so be it, but you're the one with the problems
