I remember when this topic was discussed in the SH3 forums that the consensus opinion is yes it would be incredibly CPU/GPU intensive to simulate individual waves and the physics of such and how they acted upon your boat, not to mention the other boats in the scene.

I agree it looks pretty wonky, but calling it "unforgiveable" is pretty harsh. But hey, we all have our opinions.
Pity, Wave Race 64 had it

I'm sure there is a way of doing it efficiently but I'll admit it's not something I lose sleep over.
