What has occured is your DirectX install is corrupted - SH4 cant find one of the required DX9 dll files. There is a version on the DVD, or you can download the "latest and greatest" (cough cough) from
www.microsoft.com/directx/ - reinstall and reboot as directed - that should solve the issue.
