Well yes and no or more correctly no and yes.
regular crewman dont carry a qualification
in there cfg set up, however to effectively do this
I had increased the allotment allowed of ncos. so as
to be able to provide higher skillsets and response times
as good as possible. however the two things that matter
most here I think are. first and least you need regular crewman
if you want to use auto deployment from say fwd crewquarters
to the deckgun for example, if you have all ncos then you
have to manually move them from station to station
excepting in that correct qualifications will move.gunners to guns
engineers to engines and so on. I used the set up to put an officer
a medic and a repair specialist in every room because when I was
increasing the allotment for ncos on my sub I simultaneously
increased the officer capacity of my boat.
the second though and more important point is that aside from
the advantage of a repair and medic in everyroom, the issue
is a little Mooted by the fact that once the station status bar
shows top efficiency you cant really exceed that. it wont
go 110% efficient only 100%, unless of course you start to
mod other things than the crew.
so yes its possible but the advantage is more marginal than
you might think. Or at least in as far as I took it.
