How does the Compass Tool work?

Sorry, I just don't see any difference with using the tools if I open the Compass or not.

Thanks for the description, but I don't see the mouse cursor change except when I click on the other tools. And the mouse cursor changes with them even if I don't open the Compass, so it does not seem to show any difference that I can see on the screen.

I did play SHIII a long time ago. I do remember some measurement tool. But not sure what this Compass tool is supposed to do.


** The reason I also asked about a Tool for setting my sub's waypoints was that it seems that there is a tool on the desktop for drawing everything on the map 'except' for your sub's waypoints. For that, you have to click that toolbar button. When I have the Hud/UI hidden, I still have those tools available in the F3 Map view. It would be nice if there were a tool on the desktop so I could adjust my waypoints without showing the Hud/UI again.
