Many qualify for various kinds of assistance.
The Congress keeps up with inflation, every year. If inflation is 3.8%, they'll vote themselves a 4.2% hike. It is long since time to boost military pay. Although we've got a lot of other fiscal issues to tackle, too.
I'd like to see a large reduction in Army personnel. Offset it by recalling all of our military from Korea, Japan, Germany, Italy, Spain, Britain, and Kosovo. In fact, put them on our southern border. That's right around 60,000, almost half in the medical and supply services. Turn all ~2200 miles into a DMZ like Korea, and let the Border Patrol (Department of Transportation) do their jobs as customs agents at the designated crossings.
In summary:
-Increase pay.
-Decrease personnel ("downsize").
-Put all previously-stationed foreign troops on the south border.
-Profit.
-Construct a plan to secure our northern border before the drug cartels start running up to Canada and down.
-Use our remaining B-52's to drop DDT and mustard gas on the Forces Armed Revolutionary Columbia (FARC).
- Profit again when all the Hollywood actors and New York yuppies turn to self-mutilation because they can't get their cocaine fix, creating a huge glut of available organs for the medical field to sell to the highest bidder.
