The 'No Medals' mod is designed to remove the medals from your crew when actually playing the game. I'm sure the U-Boat men did not goto sea wearing their medals.
This mod will not stop you awarding medals to your crew.
BTW, at the risk of stating the obvious, the mods in JSGME are not activated until you 'move' them to the righthand side of the menu in JSGME.
