I gave up and went to www.getech.com and downloaded one of their topo world maps. I load it in as a separate layer. It is not exact but it is close enough. Plus you get a 3d rendering of the sea floor.
If you want to try it go to Getech site, click on the services button until a drop down menu appears and then click on GIS arcview. Scroll down to the hot link for downloadable images.
I picked wtopo_atlas1. Be sure to move it all the way to the lowest layer or none of the other icons will show through.

Of course you can always extend the viewer file like that. You can use any map that is scaled in standard longitude / latitude and import it into the project.
Sorry, the situation is that I still have not found time to look into the issue (and this might take a while). So for everyone who wants to use the export in the meantime, the advice is to download the previous version of TatukGIS from here:
