Same probelm, No map, it goes through the motions of loading but no visible terrain appears.
I gave up and went to
www.getech.com and downloaded one of their topo world maps. I load it in as a separate layer. It is not exact but it is close enough. Plus you get a 3d rendering of the sea floor.
If you want to try it go to Getech site, click on the services button until a drop down menu appears and then click on GIS arcview. Scroll down to the hot link for downloadable images.
I picked wtopo_atlas1. Be sure to move it all the way to the lowest layer or none of the other icons will show through.
