If you are a coastal area that the luftwaffe can fly from and report ships reports are usefull, not that this garuntees they will show up or in fact hit anything if they do.
If you report a convoy sighting you will get a msg from bdu. And sometime there after get another msg reporting your convoy sighting with a map indication.
