Games Xtreme took part in this review. It rated very well, I guess not everyone is put off by the game's bugs. Well, I'm sure some will be upset by the idea that a reviewer liked the game and gave it a good review

Silent Hunter 4 is an excellent game, top notch in all respects and with a great deal of playability it deserves to be in every sub simmers collection. Not a game that you can finish in a hurry and one that has a customisable experience for hardcore fans.

I spoke with the reviewer just after it was published and he said, yeah, he knows some people will bash him for giving the game a really good rating, even in its unfinished state, but he said he was prepared to resist the pressure to ding the game, since he really has enjoyed it.
