This is to be expected as the game is 'tracking' all shipping & aircraft within a certain radius of your position.
I have a P4 3.2 Ghz + 4GB Ram + x800 pro Ati GFX card & I still get slowdowns at 1024.
At 1024 in the Nav Map my FPS will be around 60-80, dropping when close to ships.
There is also a nasty 'giveaway' regardless of your system at TC. When you are nearing a convoy/ship the game will pause to load the convoy or ship. Can't be helped, unless you patrol at 1 x TC.
