I agree with Iron. The only crew experience you gain is from having crew in compartments that match their skills and time on patrol.
In SH3, crew benefited from the amount of time they spent on patrol in GAME TIME. However in compressed time the crew benefited less. 1x through 32x was considered "normal" time for the crew. Beyond 32X the crew "lived" in compressed time, that is at X64 and more, the crew did not experience a full day.
This was to keep the crew management from getting out of control during compression.
I found my crew trained faster and I had better crew for the next patrol if I used 32x or less as much as I could. So when I used very fast compressions to make a long-uneventful transit space, I would purposely spend a half hour at 32X closer to the destination or enemy area to give them some more training time. When in enemy area, I try to keep my compression to 64 for short bursts.
I would not be surprised if crew compression code was still in effect in SH4.
