I see one omission there. US torpedo bombers also used a variation of the MkIV. And they actually did complain about torpedo performance,but as it was with the sub version,their complaints were discounted,except in the pilot's case BuOrd claimed they must have dropped the torps at either too high a height,or at too high a speed.
The BuOrd was real good at blaming everybody but their own selves.
