Well, it might depend on what if any mods your using. And perhaps the time period.
GWX & WAC have a bunch of them, hospital ships too. The ones I've seen have been nuetral and or docked for the most part. For example theres a nice one, huge, out of Kiel sometimes its docked by that harbour mid the Kiel canal. I forget the name off the top of my head.
