The approach that you receive your new commissioned submarine based upon how successful/lucky you have been etc is a great step in the right direction of a simulation with a role playing aspect.
As can be expected, a new submarine may or may not have all the latest gadgets, again, I like this as it will certainly make you pause and think about if you should trade in the old and faithful for the new and shiny :rotfl:
Another of the new features in this area is that when a new upgrade is available and you do not get it based upon chance, you can of course use your renown to attain it. But the cool part is that after a certain period of time the now not so new upgrade is available free of any renown cost.
This I think is a great improvement as it makes renown, which is attained through success, feel like you have influence. While the new system also allows a not so successful commander to also attain all the upgrades that were available just that he has to wait longer.

I don't think that's it. The fact is, I've got a lot of renown, am easily the highest scoring captain in the fleet, have recieved metals after every patrol, and generally been one terrible SOB for the Japanese. I've had the Drum (Gato) since it came out (It said I was the first in line for a new sub) but it's always had the old conning tower. It's now November 1942 and I still haven't seen a new tower.
I did recieve a new tower when I had my Gar class prior to recieving the Gato, but have since not gotten the new tower. Considering I'm the first in line for a new boat and all the other jazz, this simply doesn't track. I think there's something up with the towers that is not a "feature".
