I had Soerabaja taken by the Japanese while I was IN PORT, so I started in Soerabaja which was a Japanese base in my third patrol, then I rebased to Fremantle and it let me end the patrol there. Have you tried docking at Soerabaya (even though it is in enemt hands)? You never know what bugs there may be...
