Go there. Download the D3dx9.dll file and copy it into your Windows\System folder.

If you're using Vista with DX10 (it's out?! wtf?! didn't know that.) I suppose. Otherwise I would rather rely on the DX9 update included on the CD and just let the installer update files as necessary. Way better than randomly grabbing one file and just adding it your system  |
Vista has been out since Septemeber and DX10 is the lowest you can go with it and it's shipped with DX10. SH4 will return the .dll error even though DX10 is superior in every way to DX9. Thus the .dll trick works.
