Radar still doesn't work fine

Started a new campaign in Pearl Harbor 1941, selected Tambor Class Submarine

Installed a SD-Radar

In the mission I can't turn on the radar (option is grayed out), but I get contacts from my Radar Operator.

But that are surface contacts and no airplanes (which the SD-Radar should ONLY detect)
