In order for the user to have more control on what is loaded and what not in the editor, the harbors are no longer automatically shown.

Instead, do the following

File->Merge->Ok (Don't check the box for saveable) ->Select data/Campaigns/Campaign/Campaign_LOC.mis

Now the harbors will be displayed at the appropriate zoom levels.
