UBI technical support in the US for the most part relies initally on searching their customer support database and if the answer to your question is not found (very likely since SH4 was just released) then you can contact them by sending a webmail to the UBI team with your issue/question.
Sometimes they will post a tech support phone number in the user manual and you can look in the section of the user manual that talks about troubleshooting. (I don't have the game yet so I can't look it up to see if a number exists in the manual) If you don't find a phone number inside the manual then the website link for their customer support solution center is:

Just click the "Ask a Question" tab and then you will need to register on the UBI site in order to ask your question. A tech support person will email you back and usually they will include a contact phone number and direct email that you can use to resolve your issue.
