sorry but no.
there is a " no go zone" on the depth meter. whilst once in a while you will go decks wet. its rare.
basically, you set depth to 4 metres, you surface, you set it to 8 and you submerge to about 12 or so.
you cannot hold the sub at the require depth for that. it will not allow you to, instead it jumps from surfaced to submerged. with the area between for wet decks, being overuled by the computer.

The crew on the deck options won't be as restrictive as in SH3.
That answer provides just enough info to make you think it will be possible, but yet just evasive enough to say we never promised that feature
