I've found that it'll lose the lock if the target is over 5000 metres away. Unless you get a rather large wave rolling over the periscope then if the targets within 5km then you wont usually lose lock on.

Using the 16km atmosphere thingo is strange cause you'll hold the lock from 15km-8km. then it'll lose the lock until the target is within 5km.
