Yes its kinda like StyleXP themes,
www.wincustomize.com you can install it either way using the setup.exe install or use stylexp to load it. Ive been using these vista packs since the early versions which were a bit buggy but the latest Vista transformation pack 6 is well done, minus the widgets, they tend to cause slowdowns.
