There was a secret submarine war that started in 1939. That is how the U.S. forced Japan to attak Pearl Harbor later on. The OSS was sinking Japanese tankers secretly outside Tokyo bay.

The submarine used, the USS Noam Chomsky, was commanded by a guy named John Stockwell, and later went on to run cocaine from Laos to Berkely and Dallas in the 1950s and 60s to fund CIA activities.
