How many separate mods do you have enabled?
For example 'basic' GWX (NO mods enabled) will load faster than most.
As soon as you add graphical textures (skins for example) the loading time can be dramatically lengthened. So, I have high res sub skins as well as the GWX skin pack and my load time for GWX is fairly lenghty, certainly double that of 'basic' GWX.
Interestingly, saved games while on patrol take considerably longer to load than starting a new patrol. Also, interestingly, single missions are the worst for loading times.
Basic rule, the more you add the longer it takes. FYI, texture files are the worst as these are loaded at the exact point you are getting stuff at.
