Yes, I´ve had that. All flak gunners killed simultaneously and the game thinks ok, no crew on deck, better get a watch crew up there pronto. Then you can replace the dead gunners and have a lot of crew killed in the next hit
I always have my WO on deck when manning flak and/or deck gun, at the risk of loosing him. But he helps in spotting planes
