I just started traveling with decks awash (the mark as close as I can get to the 8 meter tick on the shallow depth guage without my deck crew retreating inside) when I can't use my radar because I really need to time for diving reduced to improve my chances of survival. Unfortunately in bad weather your crew will keep switching to batteries. I am lucky enough to have a snorkel now and raise it when I am traveling like this in rough seas. Ordinarily I hate doing this because it slows you down and I like to get the best speed I can and get to where ever I am to do my hunting (in order to get there sooner and reduce aircraft encounters) , where I will operate submerged and either lay in wait for contacts or move about at 1-2 knots to greatly reduce drain on batteries.
