There will always be crime no matter how much punishment you implement - that is a given. The point is, if there is no price to pay, and only gains to be had, you create an environment where it becomes OK to do the very thing you are trying to prevent. Personally, I am in shock that you think a simple fine will stop people from stealing - this is what business people call the price of doing business. Your future with fines like this is a future where it will be a major business to shoplift and all you have to do if caught is pay what amounts to a speeding ticket - actually even less than a speeding ticket because it isn't even logged!. No other way to describe it! I am in major shock over this idea.
Trust me - I'd never start a retail business in a country with laws like this!
