Your average console gamer isn't interested in sim games. Look at the top selling titles for consoles...Call of Duty, Madden, Project Gotham Racing, stuff like that. I doubt a sub sim would be high on the best seller list.
The time and effort required to port a complex sub sim like SH3/SHIV to a console (as GSpector said, try porting 80 something keys to an XBOX controller...you'd have to come up with a whole new interface)....it just doesn't justify the small amount of extra copies they would sell.
I'm not saying that PC gamers tend to be a more niche-oriented, mature and refined bunch, but....actually, wait, that's exactly what I'm saying.
