If SH4 will have that same controls as SH3, I can think of 80 reasons why it's on the PC and not a console.
For starters, if you look at the keyboard layout for SH3, 80 keys are assigned and this is not including the Mouse.
Now, how are you going to convert 80 keyboard buttons down to fit on an XBOX 360 controller or any console controller without affecting game play.
Consoles are great for arcade games. That's why consoles systems were created and became so popular. As games became more complex, the home computer became the best platform. Now some games from the PC have been symplified (or dumbeddown) to work with the controllers of various consoles.
As for cost. You're 100% correct. I would never spend that much money for a system that only played 2 - 3 games. However, the PC has a wealth of possibilities when it comes to applications that heavily tip the scale in favor of the PC when you look at the total package and versatility of both.
The XBOX 360 is NOT a Home Computer. And in the past (several times) when the attempt has been made to merge the 2 ideas, it has always failed. Yet it blows my mind that M$ is now trying to make the PC, XBOX Friendly.
