Per boat, yes, the IXB (specifically; not sure how other variants of the IX did) class was much more successful than the VIIC, however the numbers of Type IX boats are very small compared to Type VII...

(There were 193 of all manners of Type IX (IX through IXC/40 and IXD) boats and 693 Type VII (VII through VIIC/41))
