There is a blind(deaf) zone limit in the Sensors.dat file from the BearingMin and BearingMax entries. This zone seems to work correctly on the Navmap (the sonar contact line will not be updated properly when in that zone even if you are stopped) if your crew is running the sonar. However, as Albrecht Von Hesse points out, if you are at the Hydrophone control station running it yourself, I don't THINK the zones apply and you can hear in all directions.
