Wouldn't a message from "Naval High Command", be from OKM (Offizier der KriegsMarine), so messages would not be signed "BDU"? Also, if the message is from BDU, why would they sign it again at the bottom?

OKM would be the German abbreviation for "Naval High Command". By 1943 Dönitz was the CIC of the German Navy, so I guess that the messages could be signed with BdU or better "Dönitz". Just to show I'm smart @ss: OKM doesn't mean "Offizier der Kriegsmarine" but "Oberkommando der Kriegsmarine".
