Caveat Emptor...
Bad weather is indeed great when trying to escape, but remember that it was that same weather that put you in a position where you couldn't see the destroyer until it was within 300m of you. That is the main disadvantage of bad weather attacks: You only have a general idea of where your contacts are, and by the time you spot them, it's usually too late.
