Very early in the war you can attack with zero visibility on the surface, but later when the Allies get radar it's a non-starter, imo. Sometimes it can be worth it. Last night I hit a Fiji Class Light Cruiser and sunk her in zero visibility. She never knew what hit her and I cranked up the engines on my IXB and slipped away in the dense fog....
