I disabled the Dang Seagulls and was amazed how much that helped in Harbor!
Seems to me the Bird controller and Bird Flock controller suck alot of CPU time.
It is a hex edit fix though.
And I can't guarantee compatability as it's a screwy way of doing it.
But it works for me.
