Ok I tried to make the change in for the last # in the pic example, didn't work.
Of course I may not have made the correct edit, in the cfg file the top flotilla=0 but the emblem indicates 1st flotilla and Kiel, then in the next it doesn't indicate the correct emblem flotilla but does point to Whilhemshaven. So I just changed it back for now. Annoying bug indeed but I think once the save does load it's not as bad as the bloody view bug.
