Yes you can, I do it all the time. I have two 17" LCD's and I open the map on one and then start the game on the other. You will need a video card that has two monitor outputs and I use this software.

The one I use is in your game folder: SilentHunterIII\documentation. The file name is SH3_MAP.jpg
