I would not be so sure. In NYGM, German wolfpack submerged subs are scripted as part of Allied convoys. As soon as the convoy is 3D-rendered upon the player approach, the fight inside the convoy will happen. Since the probability for the wolfpack subs to be spawned with the convoy is less than 100% then the same convoy can be 3D-rendered either with subs or without them. It does not matter where the player intercepts the convoy.
The only thing I am not sure of is whether such a spawning probability works randomly every time if the player intercepts the same convoy a few times during the same mission or it is used/calculated by the game only once in the beginning of the mission (because I have not tested that).
The best way to find out is to note the date and the convoy name and look up its composition in the RND layer of the campaign, whether the subs are scripted in the convoy.
