How are you trying to fire them?
Without further information, I would guess that you have not uploaded a firing solution to the weapon or that your HP air level is too low to fire (<50%).

Does the KILO have a maximun depth for launching torpedoes? Yesterday I was playing a mission and I was travelling at crush depth: launched two USET, and they just circled around and exploded. So I tried launching from periscope depth, and they worked fine...
