There's more than one issue here. Some time back on the Ubi forum a user called AudibleKnight popped up and announced that he was a SH Community Manager and invited us to both ask questions about the game to be submitted to the developers and what sort of goodies did we want in the box? So we all gleefully jumped in and contributed our collective 2c.

More recently, of course, it transpired that the Ubi US online shop was accepting pre-orders for SH4 and AudibleKnight announced the contents. The problem was that the Ubi US store won't sell outside the US/Canada, so the first issue was why were the rest of us being treated so shabbily. When the fecal matter hit the rotating blades AudibleKnight suddenly announced that he was in fact the US SH Community Manager and that his announcements only applied to the US/Canada, giving rise to the second issue, mentioned by Huey but probably without the necessary context in this forum, why the hell did he invite us to contribute our ideas and desires about the goodies pack when we apparently weren't going to get any.

Now some sort of European package has appeared on the German Ubi site, although it seems you still can't pre-order anything on the Ubi UK online store. Moreover, as I pointed out to Huey, although this time it seems Australian Kaleuns can pre-order something we still don't get the option of the Super Collector's Edition because Ubi won't sell to us. If we seem a bit tender on the subject it's at least in part because we got overlooked when SH3 was released, not to mention the subject of general fairness.

I understand your point about the American market probably being more receptive to a game featuring US subs, but I would remind Ubi that we're in the Pacific too (Cairns in NE Aus. was a large sub base in WWII). So perhaps we have a teensy weensy interest in the subject ourselves. And we even have credit cards (if only Ubi would allow us to use them).
