Yep, it is a heater.  To be honest I have never turned the thing on so it's not an issue. I wouldn't exactly for the reasons you suggested. If it's cold then I just throw a woolly jumper (sweater) and beanie on which gives me a bit more of a sailor look while I am cruising the oceans of the Atlantic in SHIII.
