No, don't do that. Leave it as the base sub.
Here is why:
The British developed a sub in 1917-1918 called the R-Class. It had high underwater speed (14 or 15 knots, I think) and six bow tubes. It was developed as a 'sub killer', but no one, not even the Brits, saw the potential in a submarine with high underwater speed. They were paid off in the early 1920's.
So, the basic Type XXI (or a different boat of similar performance) was technologically feasible in the late 1930's - early 1940's, it just required the imagination to do so. Instead, the Germans basically re-worked their WWI UBIII series into the Type VII.
The radar and advanced sonar stuff, on the other hand, needed the basic research that was just being done at that time, so it wouldn't have been available even if they had the imagination to do it.
