EDIT - I just noticed I have the same issue when trying to promote a salior to P.O. too.

I'm not sure I'll get this exactly right (as I was Special Forces and not a squid :p )
I think the problem is that you cannot promote
out of their classification. You have seamen, warrant officers and commissioned officers. You can't promote a seaman to a warrant officer, or a warrant officer to a commissioned officer.
